European Commission – Framework Partnership Agreement (EC – FPA) introductory presentation for NAPP staff in Bangkok, Thailand

The Bangkok team meeting of NAPP held in May 2019, provided an excellent opportunity to provide introductory briefing about EC-FPA to the NAPP team members from Asia Pacific region. As part of one of the key agendas of the Bangkok team meeting, the EC-FPA project was presented by the EC-FPA Project Manager. It was intended towards achieving the overarching aim of ensuring wider appreciation of the project amongst the team members and most importantly ownership. Prior to the Bangkok team meeting, the Project Manager EC FPA sent the presentation and two-pager EC FPA introductory document that meaningfully facilitated the NAPP team to easily intake during the proceeding of the presentation.

The presentation gave a brief overview about the contractual obligations, strict compliances, ensuring quality in reporting (narrative and financial), EU Fund Management, Basic Vocabulary of EU projects, Project Objective, Areas of work of the project, key highlights of the project, funding details and project duration, staffing, NAPP budget allocation, ensuring visibility of the project, meeting strict deadlines, issues & challenges.

During the presentation, the Project Manager EC FPA, precisely deliberated upon achieving timely completion of project within budget based on annual plans, at specified quality standards, and most notably without unprecedented cost escalations is major criterion of success of a donor funded project. Overall, it eventually led to selling the idea of the determinants of successful completion of donor funded project. In addition, the Project Manager EC-FPA also underscored few other key ingredients for successful completion of the given EU funded project along the three critical dimensions of sound contract management, cost and quality, requires detailing all the planning requirements.

In view of widespread diversity in the NAPP region, one of the key objectives of the presentation was to make NAPP team prepared for the upcoming kick-off meeting that would ensure their involvement in the planning and implementation. Towards the end, the Project Manager attracted the attention of all that successful completion of EC-FPA Project would lead to attract several donor agencies in future.
